Biographie
Virginie SALIOU is a political science researcher specializing in maritime governance, the maritimization of the world and securing maritime spaces. µShe holds a PhD in political science on the government of the sea, and has combined teaching and research duties with experience as a strategic advisor to various ministries. After carrying out expert missions for the European Commission, the Ministry of the Environment and the Ministry of Foreign Affairs, she held the position of Deputy Coordinator for the Security of Maritime Spaces for the Minister of the Armed Forces from 2014 to 2018. She then held the position of European project manager at the Secrétariat Général de la Mer. Since 2019, she has been teaching maritime strategies, the law of the sea and the geopolitics of maritime spaces to officer cadets at the École navale. She also teaches students at ENSTA Brest and Sciences Po Rennes/Brest.
She joined IRSEM as a reserve frigate captain. Her work focuses on the maritimization of the world and conflicts within maritime spaces, particularly the poles (Arctic region) and the Indo-Pacific. She is also interested in the development of OSINT, new deep-sea strategies and the fight against illegal activities in the Gulf of Guinea. Her recent scientific contributions have focused on the impact of Covid on the security of maritime spaces (EPS 2020) and the challenges of navigation in the polar regions (Sea Tech Week 2022).
Notable achievements include the creation of strategic maritime partnerships with Australia and New Zealand (2015) and India (2016), and the organization of the first meetings of the Chiefs of Naval Staff of the Gulf of Guinea (2015-2017). For her investment in the establishment of the MDAT-GoG and the MICA Centre to assist seafarers, she has been awarded the Order of Maritime Merit. She is a member of the WISTA association.
